Under the overall leadership and guidance of the Director/Representative and Deputy Director/Deputy Representative and the direct supervision of the Technical Advisor Sexual and Reproductive Health and Rights (SRHR), the incumbent will work closely with technical and programme teams in the UNFPA Sub-Regional and multi country offices, implementing partners, and NGOs to enhance Reproductive Health Commodity Security (RHCS) in the countries under his/her supervision. S/He is responsible for leveraging data to inform decisions on timely fulfilment of countries' needs, addressing bottlenecks, supporting country programme performance analysis and evidence-based formulation of programme strategies, and implementing targeted RHCS interventions including quantification, warehousing, distribution, strengthening contraceptive logistics management system (CLMS), inventory management, customs clearance, monitoring utilization and disposal, and facilitating stakeholders' engagement. This position is a technical and coordination role responsible for the effective, efficient, and sustainable management of reproductive health (RH) commodity supply chains. The role spans multiple countries and operates under the framework of the UNFPA Supplies Partnership Phase III Programme in the Pacific region. The role is strategic, technical, and operational, aimed at ensuring reliable access to essential RH commodities while building sustainable systems and strengthening country ownership. It bridges logistics and public health with programme governance and capacity building in a multi-country development context. You would be responsible for: Programme Management and Technical support: - Provide technical assistance for development and review of national supply and distribution plans; support annual procurement plan updates. - Support domestic advocacy for increased government financing for RH commodities. - Assist Ministries of Health (MOHs) in distribution planning to optimize infrastructure, manage shelf life, and reduce product expiry. - Oversee the implementation and rollout of mSupply and Contraceptive Logistics Management System (CLMS). - Monitor inventory through physical stock counts, reconciliations, and documentation. - Coordinate last-mile delivery activities to ensure timely supply of contraceptives and lifesaving medicines to service delivery points. - Facilitate timely collection and analysis of stock data and submission of quarterly RHCS reports. - Track procurement and inventory flows between UNFPA and national warehousing systems. - Support customs clearance, exemption processing, and coordination with port authorities and shipping agents. Coordination and Governance: Evidence and knowledge development and dissemination: - Assist to organize and participate actively in meetings and undertake missions to assess progress of the UNFPA Supplies Partnership Phase III Program, including follow-up actions. - Support and assist the assigned country offices (COs) to identify opportunities or lessons learned/best practices in assigned countries. - Consolidate assigned COs documentation on lessons learned/best practices and ensure that these are incorporated into the UNFPA PSRO knowledge sharing system Monitoring and Evaluation support: - Monitor the implementation of activities and the expenditure of funds in assigned countries; and conduct regular monitoring visits, as required - Provide inputs on program activities and results to UNFPA PSRO reports - Provide support to finance and audit processes including last mile assurance. - Generate reports on tracking tools for analysis of clearing and lead time Qualifications and Experience: Knowledge and Experience: - Sound knowledge of supply chain management: forecasting, quantification, procurement, warehousing, distribution, inventory management, transportation and logistics information systems. - General knowledge of the principles and operational aspects of integrated sexual and reproductive health and specific experience in family planning programming. - Familiarity with UN development programmes and working procedures especially UNFPA policies and programming procedures, an asset. - Proficiency in MS Office Packages, database management and the Internet. - Experience in mSupply software is desirable. - Certification in Supply Chain Management or Programme Management is desirable. - Solid technical writing, presentation and interpersonal communication skills. - Experience in working with government institutions and donor organizations. - Familiarity with issues related to demographic and health matters in developing countries. - Willingness and capability to undertake duty travel. - Ability to work under pressure.
