Consultants must not be engaged to perform staff functions or other functions that are not based on defined deliverables or outputs): As part of the Rehabilitation Project for School and Sports Infrastructures in Bissau, UNICEF, in collaboration with the Agence Française de Développement (AFD) and the Ministry of Education (MENESIC), is supporting the development of a sustainable management model for the rehabilitated Sports Complex, once known as “Campo Radio” and for a Computer room at Liceu Agostinho Neto. Once completed, these infrastructure will serve more than 11,000 children and young people through sports, recreation, physical education, and broader community engagement. A preliminary Technical Study and Management Plan for the Sport Complex has been developed through a participatory process led by UNICEF in partnership with MENESIC. Given that the primary objective is to serve students by ensuring safe, structured, and equitable access to sports and physical activity spaces, the study proposes a management model based on public stewardship under the Ministry of Education, supported by strong community participation and stakeholder oversight. This preliminary study defines clear arrangements for facility access, activity scheduling and programming, and governance structure. However, while this technical study provides an important foundation, a more detailed and evidence-based feasibility assessment is still required to determine the most appropriate and sustainable management approach for the Sports Complex. The next phase should therefore explore alternative management scenarios to identify the model that best balances operational efficiency, legal compliance and financial sustainability. Likewise, a similar study is required for the computer room to ensure the proper use, maintenance and sustainability of the room and equipment in the room for a longer term in order to avoid the situation where the room is not used and/or not in a good condition after the completion of UNICEF support through the generous funding of AFD. The purpose of this feasibility study is, first, to analyze different management approaches for the Sports Complex and recommend the most suitable, efficient, and financially sustainable model, aiming to develop a management and sustainability plan that ensures effective operations, optimal resource use, and long-term social, economic, and recreational benefits for students and the wider community. For that, the study will assess public, private, public-private partnership (PPP), community/non-profit, and hybrid management models, considering factors such as operational efficiency, financial viability, service quality, governance, legal compliance, and risk management. This will also include waste management as the facility expects to receive large number of participants. Besides, it will also come up with the best way to manage the computer room, taking into account of effective operations, optimal resource use, and long-term social, economic, and recreational benefits for students and the wider community. Based on this analysis, a preferred management model and practical sustainability plan will be recommended to support the long-term success of the Sports Complex as well as the computer room. General Objective:To identify and recommend the most appropriate, efficient, and financially sustainable management model for the Sports Complex and the computer room, including waste management , supported by a practical sustainability plan to ensure its long-term operational success and community impact. - Evaluate different management models, including public, private, PPP, community, and hybrid approaches for the Sports Complex and the computer room. - Analyze the financial, operational, and legal feasibility of each management option for the Sports Complex (including waste management) and the computer room. - Identify the most suitable management model based on efficiency, sustainability, and stakeholder value for the Sports Complex (including waste management) and the computer room. - Develop a practical management and sustainability plan for long-term implementation for the Sports Complex (including waste management) and the computer room. - A comparative assessment of different management models for the Sports Complex (including waste management) and the computer room covering operational costs, advantages, and risks, as well as the legal feasibility of the proposed arrangements is completed. - Different scenarios are available, including annual maintenance costs of infrastructure and equipment, expected revenues, and possible legal models for the Sports Complex and the computer room - The most suitable and sustainable management approach is identified for both the Sports Complex and the computer room. - A management and sustainability plan with clear implementation actions for the Sports Complex and the computer room How can you make a difference? The consultant will undertake a feasibility study to identify and recommend the most appropriate, efficient, and financially sustainable management model for the Sports Complex (“Campo Radio”) and the Computer Room at Liceu Agostinho Neto in Bissau. The assignment will include the following tasks:1.Review and Context Analysis Review existing documentation, including the Preliminary Technical Study, and gather relevant data on institutional, legal, and operational context for the management of sports facility (including waste management) and computer room, including relevant regional experiences. 2.Market and Demand Assessment Conduct a market study to assess demand for the use of the Sports Complex and the Computer Room, identify potential revenue streams (including field rentals, events, memberships, and related services), and prepare an operational cost analysis, including annual operating costs and 5-year and 10-year life-cycle financial projections. This study will support the evaluation of different management scenarios. and prepare. 3.Risk and Comparative Analysis Undertake a comparative analysis of different management models in terms of operational costs, advantages, risks, and legal feasibility, including estimated annual maintenance costs for infrastructure and equipment, projected revenue streams, governance arrange
