Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Corporate Services Division (CSD) is the guardian of UNEP's corporate interest, mitigating its exposure to risk and supporting the organization with management tools, plans and related capacity building. It oversees UNEP's efficient and effective management, in line with UNEP's accountability requirements, rules, regulations and UN core values. The post is located at UNEP Headquarters at the Nairobi duty station. Under the direct supervision of the CSD Director, the incumbent will carry out the following duties:
Advises and assists the Director on technical and functional issues across the operational spectrum to enhance the impact and effectiveness of the Division and UNEP. Assists the Director in overseeing the programmatic/administrative tasks necessary for the functioning of the Division, including strategic advisory matters involving but not limited to the preparation/reporting of budgets, financial management, and resource management and donor relations strategy of UNEP, as well as workforce planning and management in the Division. Leads the provision of secretariat services to Budget Steering Committee, which is mandated to provide advice and recommendations to the Executive Director on the resource projection, allocation and monitoring of utilization of UNEP’s core and softly earmarked resources. Reviews periodically the UNEP supplementary Financial Rules to ensure alignment to any changes to the UN Financial Regulations and Rules and associated internal policy guidance in all matters related to budget and financial management. Represents UNEP in the inter-agency Budget and Financial network to ensure UNEP stays abreast of the strategic direction for changes and proposes intervention that fits for purpose in the UNEP context. Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages, guides, develops and trains staff under his/her supervision and also oversees corporate-wide training activities. Fosters teamwork and communication among staff in the Division and across organizational boundaries. Supports the review and redesign of inter divisional processes that address process simplification and efficiency while maintaining essential internal control frameworks. Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. Develops and reviews processes to support the preparation of the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. Plans, directs and coordinates the preparation of reports for presentation to intergovernmental bodies such as the Committee of Permanent Representatives, UN Environment Assembly and other UN headquarters bodies like the Advisory Committee on Administrative and Budget Questions (ACABCQ), Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. Engages with key stakeholders across the UN system to support relevant UN reform and strategic business alliances and initiatives. Leads team members' efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, social sciences, management is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Job - Specific Qualification
Professional certification in any of the management disciplines is desirable.
A minimum of fifteen (15) years of progressively responsible experience in financial management, administration, budget management, and internal control functions is required. This experience must include leadership responsibilities and at least ten (10) years of progressive experience managing Implementing Partners, multi-stakeholder Trust Funds, and financial and budgetary reviews, including adherence to the Financial Regulations and Rules of the United Nations and equivalent that governs Trust Funds management framework.
