Job Description

## Programme Management Officer, Maputo, Mozambique - Organization:UNOCT - Office of Counter-Terrorism - Office:UNOCT - Office of Counter-Terrorism in Maputo Organizational Setting and Reporting The United Nations Office of Counter-Terrorism was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the United Nations Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the Special Projects and Innovations Branch (SPIB). The National Professional Officer will report to the Head of the Law Enforcement Unit. These positions are located in organizational units throughout the Secretariat both at Headquarters and UN Offices away from Headquarters. The Programme Officer typically reports to the head of a unit or to a senior Programme Officer. The focus of these jobs is to lead the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area. The National Programme Officer will be based in Maputo, Mozambique and responsible for supporting the operationalization of the National Counter Terrorism Centre and the implementation of its National Counter Terrorism Strategy and Mozambique’s and UNOCTs plan of action. Within delegated authority, the National Professional Programme Officer will be responsible for the following duties: (These duties are generic and may not be performed by all NPO Programme Officers.) - Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. - Supports the head of the Law Enforcement Unit and Chief of the Special Projects and Innovations Branch through tasks assigned to him/her, especially with regard to inter-governmental relations and donor support, as well as coordination and outreach with national interlocutors and institutions, particularly within the security sector; supports and advises on programmes and policies through the provision of local expertise and knowledge. - Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. - Researches, analyzes and presents information gathered from diverse sources. - Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, - Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. - Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. - Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. - Performs other duties as required. - PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to a particular sector, functional area or other specialized field. Ability to identify issues, analyze them, and participate in their resolution. Ability to conduct data collection using various methods. Conceptual, analytical, and evaluative skills to conduct independent research and analysis, with familiarity and experience using various research sources, including electronic sources on the internet, intranet, and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Able to analyze and interpret data in support of decision-making and convey resulting information to management. - TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings. - PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree, in combination with qualifying experience, may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job - Specific Qualification A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience with direct operational engagement and strategic coordination with national security structures (e.g., Ministries of Defence or Interior, national security services, or law enforcement) is required. Demonstrated experience advising national government counterparts or security sector leadership on Security Sector Reform (SSR), or rule-of-law initiatives aligned with international human rights standards is required. Seven years or more of experience in preventing or countering terrorism or related area is desirable English and French are the working languages of the United Nations Secretariat. For this job opening, English and Portuguese are required.
