## Social Participation and Mobilization Consultant, Rio de Janeiro, Brazil - Organization:UN-Habitat - United Nations Human Settlements Programme - Office:UN-Habitat ROLAC The consultant shall duly and timely perform his/her obligations, under these Terms of Reference, and will work in close collaboration with the UN-Habitat’s operational and technical teams. Rio de Janeiro (RJ), Brazil Duties and Responsibilities Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat has initiated a project with the Government of the State of Rio de Janeiro (GERJ) aimed at strengthening urban resilience in the State of Rio de Janeiro based on the implementation of the 2030 Agenda and the principles of the New Urban Agenda. The Inclusive and Sustainable Rio project supports the State in achieving urban prosperity while implementing global agendas for sustainable urban development. In particular, the proposal focuses on increasing urban resilience through the engagement of civil society to promote inclusion within the climate agenda of the State of Rio de Janeiro. The revision of the State Solid Waste Plan of Rio de Janeiro (PERS-RJ) is part of the scope of this project and constitutes a strategic instrument for strengthening the state policy on solid waste, in alignment with national guidelines and international sustainable development agendas. The process involves the preparation of an updated diagnosis, the development of scenarios, and the definition of strategies, actions, targets, and implementation instruments, considering the territorial, institutional, and socio-environmental diversity of the municipalities of Rio de Janeiro State. It adopts an integrated approach with the participation of state agencies, municipalities, public consortia, the productive sector, waste picker cooperatives, civil society organizations, and other relevant stakeholders. To properly implement the above-mentioned project, a Social Participation and Mobilization Consultant is required to work on the "Review of the Rio de Janeiro State Plan of Solid Waste". Report to UN-Habitat Manager The Social Participation and Mobilization Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Social Participation and Mobilization Consultant will support the implementation of the project, being responsible for structuring, operationalizing, and systematizing participatory processes within the scope of the PERS review, including: a) Plan and provide technical support for the implementation of activities under the Plan review process, including regional workshops, public consultations, seminars, and public hearings. b) Develop and propose facilitation and stakeholder engagement methodologies, including the design of participatory dynamics, structuring of content, and preparation of supporting materials, in coordination with the project’s technical team. c) Support the mobilization and engagement of key stakeholders, including state agencies, municipalities, public consortia, waste picker cooperatives, civil society organizations, and the private sector. d) Support the mobilization and functioning of the PERS-RJ Monitoring Committee, ensuring engagement and participation throughout the different stages of the process. e) Organize and support the implementation of participatory activities, including: the preparation of attendance lists and participation records; logistical organization of activities; and photographic and documentary records of the activities carried out. f) Support the implementation of in-person and online public consultations, including content organization, management of contributions, and support for the dissemination of materials on digital platforms. g) Organize and systematize contributions received through participatory activities, structuring databases, spreadsheets, and consolidated records. h) Support the technical analysis of received contributions, ensuring their traceability and supporting their incorporation into the Plan outputs (diagnosis, strategies, and guidelines). i) Prepare technical reports on carried out participatory activities, including description of methodologies applied; participant profiles; key contributions received; and analysis of results. j) Maintain an organized system of files, records, and databases related to social participation activities. k) Prepare and submit monthly activity reports, highlighting actions undertaken, results achieved, and the consultant’s technical contribution to the participatory process. l) Work in an integrated manner with other consultants and technical workstreams of the project, ensuring the incorporation of participatory inputs into the development of the Plan. m) Participate in periodic technical meetings with the project team and institutional partners. n) Perform other technical activities related to the scope of the consultancy, as requested by the Project Coordination. o) Participate in field missions, as required. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office of monthly activities’ report. Qualifications/special skills - Bachelor’s degree in Public Administration, Public Policy, International Relations, Social Sciences, Social Communication, Public Relations, Social Work, Urban and Regional Planning or related fields is required, or additional three (3) years or relevant experience to the post, beyond the requirement. Desirable: - Postgraduate degree (Lato Sensu or Stricto Sensu) in public policy, social participation, public governance, territorial development, urban planning, or related fields is desirable. Work experience: - Minimum four (4) years of experience in projects, programs or public policies related to social participation, participatory governance, territorial development or public policy management in Brazil is required. - Experience in design, organization or facilitation of participatory processes, including workshops, public consultations, hearings or multi-stakeholders dialogue events is required. - Experience in the preparation of technical reports, systematization of contributions from participatory processes, and analysi
