Provide technical and operational coordination support to the
Programme Manager in operationalizing and strengthening the BLJCC
and broader tri-justice coordination mechanisms, supporting
effective inter-agency collaboration and coordination coherence
across programme interventions.
The Asia Pacific Regional Office, based in Bangkok, Thailand,
provides strategic leadership and oversight for UNOPS operations
across 17 countries, ensuring high performance, operational
excellence, and alignment with organizational goals. Operations
currently span Afghanistan, Bangladesh, Cambodia, China, India,
Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the
Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands.
Across these countries, we work closely with key stakeholders to
strengthen partnerships and maximize impact through five main
operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia
Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country
Office (EAPMCO), and the Asia Regional Health Cluster (ARHC).
Through these entities, we provide agile, client-focused service
delivery across diverse sectors - including infrastructure, health,
procurement, and project management - supporting the implementation
of sustainable development solutions across the region.
About the Country/Multi-Country Office
The East Asia and Pacific Multi-Country Office (EAPMCO),
headquartered in Bangkok, supports UNOPS operations across 24
countries in Southeast Asia, Northeast Asia, and the Pacific.
Established in January 2023, EAPMCO provides strategic direction,
operational support, and quality assurance to ensure the efficient
and effective delivery of projects across its portfolio. EAPMCO
implements initiatives in priority areas such as energy transition,
climate change, and sustainable development, drawing on UNOPS' core
expertise in human resources, procurement, infrastructure, fund
management, and programme management.
About the Project Office
Established in 2016, UNOPS Philippines supports the government
and development partners in advancing sustainable development
through services including sustainable procurement, project and
grant management, infrastructure, and logistical support. UNOPS
projects in the Philippines focus on key areas such as governance,
justice, health, and infrastructure, with a strong emphasis on
capacity building, community resilience, and accelerating progress
toward the Sustainable Development Goals (SDGs).
The Partnership for Peace and Development in Mindanao (PPDM)
Programme, known as EU4BARMM, is a European Union-funded initiative
supporting peacebuilding, institutional strengthening, and
inclusive governance in the Bangsamoro Autonomous Region in Muslim
Mindanao (BARMM). The programme operates across multiple thematic
work packages addressing the tri-justice system —
encompassing formal, Shari'ah, and customary justice systems
— reflecting the region's socio-cultural, historical, and
constitutional identity under the Bangsamoro Organic Law.
A key institutional platform for advancing coordination within
this system is the Bangsamoro Law and Justice Coordinating Council
(BLJCC), which serves as a multi-stakeholder coordination mechanism
bringing together justice sector institutions across different
legal traditions. Effective operationalization of the BLJCC
requires structured, technically grounded coordination processes,
clear documentation systems, and alignment across multiple actors
and programme interventions.
Given the complexity of coordinating across institutions with
different mandates, legal frameworks, and operational practices,
the programme requires a dedicated inter-agency coordination
support to assist the Programme Manager in strengthening
coordination mechanisms, institutional linkages, and system level
coherence across work packages.
Reporting directly to the Project Manager for overall
supervision and performance accountability, the Project Management
Support Officer Stakeholder Coordination) provides technical and
operational coordination support to the Senior Project Manager in
strengthening the functionality of the BLJCC, other inter-agency
and institutional mechanisms and stakeholder processes within the
BARMM tri-justice system.
The position is intended to provide dedicated operational
support that promotes coherent engagement, strengthens coordination
continuity, and supports effective implementation and monitoring of
inter-agency commitments across the programme. The role supports
day-to-day coordination processes, documentation, stakeholder
follow-through, and related operational coordination requirements
under the guidance of the Senior Project Manager and in support of
the broader programme implementation structure.
Functions / Key Results Expected
1. BLJCC Coordination Support
- Support the Project Manager in the overall coordination of the
task of operationalizing the BLJCC as a multi-agency coordination
and planning platform
- Facilitate coordination among justice sector institutions,
stakeholders, representatives and technical specialists across
formal, Shari'ah, and customary systems-related workstreams
- Support the preparation and organization of BLJCC meetings,
dialogues, and technical working sessions and assist in the
development of meeting agendas, materials, and coordination
documents
- Record and organize meeting outputs, including key decisions,
action points, and follow-up actions
- Maintain communication and follow-ups with BLJCC member
institutions and stakeholders
- Ensure alignment of BLJCC activities with programme priorities
and work package outputs, and implementation timelines, in
coordination with relevant work package focal points
- Support follow-through of agreed coordination actions and
inter-agency commitments
2. Inter-Agency and System Coordination Support
- Facilitate communication and coordination among key justice
sector stakeholders, including government agencies, judicial
bodies, and customary justice actors to advance tri-justice systems
institutional support processes;
- Support the Project Manager in strengthening linkages between
activities and programme outputs, including the timely
identification of operational coordination gaps, challenges,
bottlenecks, and risks across work packages.
3. Monitoring and Reporting Support
- Support tracking of coordination-related outputs, including
progress on BLJCC and other work package actions and inter-agency
commitments for programme reporting
- Coordinate with the M&E Specialist to provide relevant
coordination inputs for reporting purposes
- Support preparation of briefing materials, updates, and reports
for internal and external stakeholders, as required.
4. Knowledge Management and Documentation
- Maintain organized records of BLJCC and other work package
meetings, coordination outputs, and related documentation
- Support and contribute to the documentation of coordination
processes, lessons learned, and good practices
5. Operational Coordination
- Provide operational coordination support to programme
activities and inter-agency processes, as required by programme
implementation needs
- Support coordination priorities, stakeholder engagement
activities, and related tasks as identified by the Programme
Manager in consultation with relevant programme personnel, as
applicable
