## SSA - DHIS2 Technical Analyst, Port Vila, Vanuatu - Organization:WHO - World Health Organization - Office:WHO Port Vila, Vanuatu DHIS2 Technical Analyst Contractual Arrangement : Special Services Agreement (SSA) Contract Duration (Years, Months, Days) : up to 5 months Job Posting: Aug 19, 2026, 12:45:30 AM The DHIS2 Technical Analyst will provide first and second level technical support for the Vanuatu Ministry of Health's VanHMIS, the national public health reporting system built on the DHIS2 platform. As the first level support contact, the role will respond to routine user issues, including login problems, password resets, user access requests, basic troubleshooting, data entry guidance, and issue logging. As the second level support provider, the role will resolve more complex issues, including DHIS2 configuration problems, data quality errors, reporting issues, metadata updates, and system performance concerns, while escalating unresolved technical defects to the appropriate system administrators or developers. The Analyst will be based within the Ministry of Health and will work closely with the Digital Health team and the Department of Communications and Digital Transformation (DCDT), with technical support from the WHO Country Liaison Office. The role will strengthen VanHMIS support capacity by providing dedicated technical assistance, improving issue resolution, and supporting the reliable day-to-day operation of the DHIS2 platform. The role will support the reliable day-to-day operation of VanHMIS, improve user support, strengthen data quality, maintain approved system configurations, and help build local capacity within the Ministry of Health. - Provide first level DHIS2 user support:Serve as the first point of contact for VanHMIS users at national, provincial, hospital, health centre, dispensary, and programme levels.Receive, log, classify, prioritize, and track user support requests.Resolve routine user issues, including login problems, password resets, user account access, organisation unit assignment, data entry access, basic navigation, and routine troubleshooting.Provide practical guidance to users on data entry forms on the web and mobile version of DHIS2.Support users experiencing problems, or connectivity-related issues.Escalate infrastructure or network issues to the DCDT technical team.Maintain a simple knowledge base of frequently asked questions, common errors, user guidance notes, and standard responses to recurring issues. - Serve as the first point of contact for VanHMIS users at national, provincial, hospital, health centre, dispensary, and programme levels. - Receive, log, classify, prioritize, and track user support requests. - Resolve routine user issues, including login problems, password resets, user account access, organisation unit assignment, data entry access, basic navigation, and routine troubleshooting. - Provide practical guidance to users on data entry forms on the web and mobile version of DHIS2. - Investigate and resolve more complex DHIS2 application issues that cannot be resolved at first level. - Support approved DHIS2 configuration changes, including data elements, indicators, data sets, forms, categories, option sets, organisation units, user roles, user groups, dashboards, validation rules, and reporting outputs. - Strengthen data quality, reporting, and use:Working with the Information Management team in the Digital Health unit, support routine data quality checks in VanHMIS, including completeness, timeliness, consistency, outliers, duplicate records, missing values, and unusual reporting patterns.Assist programme teams and provincial health teams to identify and resolve data quality issues.Configure and maintain data quality validation rules, data quality dashboards, and standard reports, where approved.Support monthly, quarterly, and annual reporting processes by helping users access accurate dashboards, reports, and analytical outputs.Work with programme managers, national and provincial HIS officers, and provincial health teams to improve the practical use of VanHMIS data for planning, supervision, review meetings, and decision-making. - Working with the Information Management team in the Digital Health unit, support routine data quality checks in VanHMIS, including completeness, timeliness, consistency, outliers, duplicate records, missing values, and unusual reporting patterns. - Assist programme teams and provincial health teams to identify and resolve data quality issues. - Configure and maintain data quality validation rules, data quality dashboards, and standard reports, where approved. - Support monthly, quarterly, and annual reporting processes by helping users access accurate dashboards, reports, and analytical outputs. - Work with programme managers, national and provincial HIS officers, and provincial health teams to improve the practical use of VanHMIS data for planning, supervision, review meetings, and decision-making. - Manage user access, roles, and system security procedures:Create, update, disable, and maintain DHIS2 user accounts in line with approved Ministry of Health procedures.Assign user roles, user groups, organisation units, and data access according to users' official responsibilities.Apply the principle of least privilege so that users only have access to the functions and data required for their role.Support periodic user access reviews, including removal of inactive users and updating access when staff move roles or locations.Promote safe and responsible use of VanHMIS, including protection of usernames, passwords, health data, and any sensitive information.Report suspected data security, privacy, or unauthorized access issues. - Create, update, disable, and maintain DHIS2 user accounts in line with approved Ministry of Health procedures. - Assign user roles, user groups, organisation units, and data access according to users' official responsibilities. -
