## PROGRAMME MANAGEMENT OFFICER, New York, United States - Organization:DESA RCNYO - Regional Commissions New York Office - Office:DESA RCNYO in New York, USA Organizational Setting and Reporting The Regional Commissions New York Office (RCNYO) is a joint office for coordination, representation and policy advice at the global level for the five United Nations Regional Commissions, namely the Economic Commission for Africa, the Economic and Social Commission for Asia and the Pacific, the Economic Commission for Latin America and the Caribbean, the Economic Commission for Europe and the Economic and Social Commission for Western Asia. The incumbent reports to the Director of RCNYO. For more information, please visit RCNYO website: https://www.un.org/regionalcommissionsnyoffice/ Within delegated authority, under the direct guidance and supervision of the Director of the Regional Commissions New York Office (RCNYO), and with particular focus on the 2030 Agenda for Sustainable Development, the follow-up to the Summit of the Future, and agreed related sectoral agendas and policy frameworks, the Programme Management Officer will be responsible for performing the following duties: - Participates in the development, implementation and evaluation of assigned programmes/projects, relevant to the Regional Commissions, etc.; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Monitors, analyses and reports on relevant policy debates and decisions in UN global intergovernmental processes; - Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, meeting summaries, speeches, . and coordinates inputs from the Regional Commissions to joint reports/initiatives; - Provides substantive and organizational support to consultative and other meetings, conferences, etc., involving or of interest to the Regional Commissions and follow up on outcomes where appropriate; - Supports the participation of the Regional Commissions in United Nations system-wide coordination mechanisms and inter-agency processes, including through stakeholder engagement, policy coordination and follow-up on agreed actions; - Undertakes and supports communication and outreach activities to highlight the work of the Regional Commissions promote regional perspectives in global policy discussions; - Backstops coordination efforts among the Regional Commissions; - Upon request, backstops and facilitates interactions of individual regional commissions with permanent missions and departments or entities of the United Nations System. - Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Performs other duties as required. - Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to sustainable development, economic and social issues, regional cooperation and the United Nations legislative process. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. - Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. - Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. Advanced university degree (Master's degree or equivalent degree) in public administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific Qualification A minimum of five years of progressively responsible experience in project or programme management, administration, or related area, including at the international level, with a focus on economic, social, or sustainable development, is required. Experience in the United Nations System, or any other comparable international or regional organization, or working for a government supporting intergovernmental processes, meetings, or negotiations, particularly in relation to legislative and secretariat processes at the Headquarters level, is desirable. Experience in the working of the Regional Commissions is desirable. Experience in data analytics or related area is desirable. English and French are the working languages of the United Nations Secretariat. For the position advertised, English is required, and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.The table below shows the minimum required level for each skill in these languages, according to the UN Language Framework (please consult https://languages.un.org for details). Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
