Organizational Setting and Reporting
This position is located in the Light Coordination Mechanism (LCM) within the Integrated Training Service (ITS) of the Policy, Evaluation and Training Division (DPET) in the Department of Peace Operations (DPO). The Political Affairs Officer reports to the Team Leader of the LCM. The incumbent provides substantive and technical support to the LCM and other related activities. DPO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and nongovernmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions. The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. The LCM's mandate is to facilitate bilateral and multilateral partnerships between Troop-and Police contributing countries (T/PCCs) and Member States in order to provide training and capacity building support including technical, financial, logistical (infrastructure) and equipment to address short-and medium-term needs and to help T/PCCS build sustainable national systems.
Within delegated authority, the Political Affairs Officer will be responsible for the following duties: (These duties are generic and may not be carried out by all Political Affairs Officers.)
- Gathers, selects and analyses information regarding training and capacity-building providers, police-contributing countries, and field missions.
- Coordinates with UN entities and Member States to identify police training and capacity-building needs and facilitates activities to meet those needs
- Maintains up-to-date knowledge of events by monitoring relevant documents and reports, identifying problems and issues to be addressed and liaising with relevant stakeholders.
- Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat.
- Monitors national and regional level political developments and provides advice to field mission/UN agencies active on the ground.
- Provides technical and substantive back up in the implementation of mandates.
- Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters.
- Monitors actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations.
- Participates in fact-finding and other missions to countries within assigned area of responsibility.
- Participates in provision of secretariat services to Security Council, General Assembly, subsidiary organizations, negotiating bodies, conferences, meetings, and /or special missions.
- Prepares meetings of the SG/DSG/USG with officials from countries under the Organization's purview.
- Performs other related duties as required such as coordinating activities related to budget and financing.

An advanced university degree (Master's or Doctorate degree, or equivalent) in political science, international relations, international economics, law, public administration or other related fields is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience with coordination, facilitation and deconfliction of UN and Member State training and capacity-building activities in support of Police contributing-countries and peacekeeping mission needs is required. At least three years of experience in training, specializing in military or police peacekeeping training standards is desirable. At least one year working in a United Nations peacekeeping mission is desirable.
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable. Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
- This post is financed by Extra-budgetary Funds and is temporarily available until 31 May 2027 with a possibility of extension based upon availability of funding. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
