The Global Programme Division (GPD) plays a central role in driving programme excellence, providing global strategic leadership and technical guidance, and linking global policy with on-the-ground action to deliver results for children at scale.
The post sits within the Healthy Environments for Healthy Children (HEHC) Programme of the Climate CoE in Bangkok, focusing on protecting children's health and well-being from environmental hazards including pollution, climate change and built environments.
How can you make a difference?
The Programme Officer contributes to the delivery of concrete and sustainable results for the HEHC Programme by supporting efficient financial, administrative and coordination processes.
Through tracking budgets, managing procurement and contracts, supporting programme implementation, and facilitating global coordination and knowledge management, the role ensures compliance with donor agreements and corporate priorities while supporting effective collaboration across Country Offices and partners.
The efficiency and effectiveness of the support provided facilitates the delivery of results and enhances the organization's capacity to deliver impact for children.
Key accountabilities will be:
- Global Programme management
- Procurement and management support for technical resources
- Administrative support to CEH collaborative and TA deployment
Under the supervision and guidance of the supervisor, the Programme Officer supports strategic coordination, technical resources procurement and budget and programme monitoring functions for the HEHC programme, including the Children's Environmental Health Collaborative.
The role provides operational support by tracking multi-country proposals, deliverables and performance indicators, and executing budget transfers and financial tracking within the VISION system in alignment with donor agreements.
Key responsibilities include coordinating communication across country networks, facilitating the contracting of technical resources, and supporting partnership and contract management processes, including financial workflows and system records.
The incumbent also supports administrative functions including meeting logistics, travel and TA deployment, budget monitoring and reporting, and the management of digital platforms and knowledge systems to ensure effective global collaboration and information sharing.

To qualify as an advocate for every child you will have...
Minimum requirements:
- Education:Bachelor or equivalent (First Level University Degree) in Social Science, International Business Relations, Public Administration, International relations, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development and any other related fields.
- Work Experience:At least 1 years of relevant work experience in administration, administrative services, coordination, programme implementation, financial tracking, coordination activities and any other related fields.
- Skills:Budget tracking and financial monitoring, use of enterprise systems (e.g., VISION or similar ERP systems), procurement and contract administration processes, data and document management, coordination and communication across teams, use of digital collaboration platforms (e.g., SharePoint)
- Language Requirements:Fluency in English is required.
- Language:Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
- Experience in executive support or programme support functions, exposure to financial management, contracting and/or HR processes, working knowledge of UNICEF programme policies and administrative procedures, experience in UN system or international organizations
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
